The island of Puerto Rico has been struggling with a chronic water crisis for years. The problem is not one single event but rather the accumulation of several factors that have degraded the reliability of the water supply over time.

Aging and Failing Infrastructure

Much of the infrastructure on the island predates modern standards. Water mains, treatment plants and reservoirs suffer from decades of underinvestment and neglect. These systems leak at high rates and fail frequently during storms or periods of heavy use. The result is that a significant portion of treated water never reaches consumers.

In addition to physical decay there are also operational problems. Many facilities lack consistent power and maintenance staff, which reduces their efficiency even when they are functional. These issues mean that the island loses more water through waste than it gains from new sources.

Climate Change and Drought

Changing weather patterns have exacerbated existing vulnerabilities. Puerto Rico has experienced several severe droughts in recent years with rainfall falling well below average for long periods. The Caribbean region is particularly susceptible to these fluctuations because its freshwater supply relies heavily on seasonal rains stored in reservoirs.

Climate change also affects the timing and intensity of precipitation. Shorter more intense rain events can overwhelm drainage systems and cause runoff rather than infiltration into aquifers. Conversely extended dry spells deplete reservoir levels faster than they can be replenished. These cycles make water planning difficult because demand fluctuates while supply becomes less predictable.

Combined Effects

The crisis is a combination of these factors working together. Poor infrastructure means that when drought hits the island has little margin for error. Every lost liter through leaks or waste represents more pressure on an already strained system. The situation creates a feedback loop where reduced water availability makes it harder to maintain and operate the very systems meant to deliver it.

Addressing the crisis requires both immediate repairs and long-term adaptation strategies. Fixing leaky pipes reduces waste in the short term while diversifying water sources like desalination or rainwater harvesting can build resilience against future droughts. The island's experience serves as a case study for other regions facing similar challenges from climate change.
